The City of Calabasas offers different permits for various types of special events and short-term activities held on public or private property. Understanding the distinction between a Temporary Use Permit (TUP) and a Special Events Permit is key to ensuring your event complies with city regulations.

Temporary Use Permit (TUP) – Planning Department

A Temporary Use Permit is required for short-term activities on private property, per Section 17.62.030 of the Calabasas Municipal Code. Typical activities include but are not limited to the following:

  • Short-term commercial activities (e.g., seasonal sales, pop-up shops)
  • Temporary structures like tents or stages
  • Temporary outdoor events like a Halloween Night
  •  Events that affect zoning or land use regulations

Duration: Limited to a specific number of days, often up to 10 consecutive days per instance.

Purpose: Primarily land use and planning oversight to ensure compliance with zoning codes.

Special Events Permit – Community Services Department

Special Events Permit is required when hosting an event that impacts public property (e.g., parks, Civic Center, Community Center).

Typical activities include:

  • Expecting a large number of attendees (usually 25 or more)
  • Using amplified sound, street closures, or additional safety measures
  • Hosting a parade, festival, fair, or outdoor concert 

Duration: Event-specific, usually for a day or weekend.

Purpose: Focused on logistics, public safety, and minimizing disruption to the community.

Additional Permits or Approvals

Based on the event type and location(s), additional permits or agency approvals may be required, such as:

  • For events that require use of the Public Right of Way (including public streets or sidewalks), the
    Public Works Department will determine if the event requires an Encroachment Permit or traffic control plan and any additional documents. 
  • Approvals from the LA County Fire Department for fire safety requirements
  • Approvals from the LA County Sheriff's Department for public safety
  • Facility Rental with the Community Services Department to obtain exclusive access to a designated area within a park or facility
