The City of Calabasas strives to provide clear, consistent, and transparent procurement procedures.
The procurement process in the City of Calabasas is decentralized with each department bearing responsibility for their respective solicitations. The Finance Department and City Attorney’s Office provide support across all departments.
Purchasing & Bids
The City of Calabasas is committed to fair, transparent, and competitive procurement practices. All purchasing activities are conducted in accordance with the Calabasas Municipal Code (CMC) Chapter 3.40 – Purchasing System, which establishes procedures for the acquisition of goods, services, and public works projects.
The City has partnered with OpenGov Procurement to facilitate the bidding process. OpenGov is a cloud-based platform that allows vendors to view opportunities, download bid documents, submit proposals, and receive updates. This system improves efficiency, expands vendor outreach, and ensures compliance with City and State procurement requirements.
The City's requests for bids and proposals, bid results, and notices of award can be obtained through the City of Calabasas OpenGov Vendor Portal.
How to Do Business with the City
Register as a Vendor
All prospective vendors, contractors, and consultants must register with the City through the OpenGov Vendor Portal.
Registration is free and allows vendors to receive notifications when new opportunities are posted. For more information about how to register, please reference the OpenGov help file here.
View Current Opportunities
Active Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Notices Inviting Bids (NIBs) will be posted exclusively on OpenGov. Vendors may search, filter, and download bid packages directly from the portal. Interested vendors can follow the City of Calabasas on the OpenGov platform for open solicitation updates and notifications.
Submit Proposals Online
Bid responses must be submitted electronically through OpenGov by the published deadline. Per CMC §3.40.080, late submissions cannot be accepted.
Award and Notification
The City evaluates bids in accordance with the criteria outlined in each solicitation and the standards established in the Municipal Code. Vendors will be notified of award decisions through OpenGov.
Procurement Guidelines
Informal Bids – For purchases and contracts below the formal bidding threshold, the City may solicit quotations or proposals consistent with CMC §3.40.060.
Formal Bids – Purchases of goods, services, or construction projects meeting or exceeding the thresholds in CMC §3.40.070 require a formal competitive process.
Professional Services – The City procures architectural, engineering, legal, and other specialized services in accordance with California Government Code §4525 et seq. and CMC §3.40.100.
Prevailing Wage – Public Works projects are subject to the California Labor Code and State prevailing wage requirements.
Federal Funds – Federally-funded projects may have specific requirements related to wage rates and materials.
