Project Description
On January 28, 2025 Mayer Brown LLP submitted a request on behalf of the applicant, AvalonBay Communities, Inc., for an SB 330 Pre-Application Review, a Site Plan Review, and a Scenic Corridor Permit to add 135 new housing units (including 27 affordable units) to an existing 600-unit apartment complex known as Avalon Calabasas, located at 3831 Orchid Ln within the Residential Multifamily (RM) zoning district and Scenic Corridor (-SC) overlay zone. The proposed project will be comprised of 9 new three-story buildings located within already developed areas of the site, replacing covered parking and existing outdoor features. Additional parking is proposed on the ground floor of the new buildings, as well as new surface parking within existing landscaped areas of the site. The project also involves encroachment into the protected zone of on-site oak trees, which are to be protected in place.
Per state law (Gov. Code §65941.1), an SB 330 Pre-Application may be submitted to “lock in” the applicable development requirements, standards, and fees at the time a complete application is submitted. In this case, the SB 330 Pre-Application was submitted at the same time as the project submittal to cement the current applicable standards of the Calabasas Municipal Code.
