Organic Recycle

Senate Bill (SB) 1383 requires all residents, businesses, and multi-family properties in California to recycle all organic waste, including food waste, paper, cardboard, and yard materials.

SB 1383 was signed into law and took effect in January 2022, establishing methane emissions reduction targets in a statewide effort to reduce emissions of short-lived climate pollutants (SCLP) in various sectors of California’s economy.  SB 1383 establishes statewide targets to: 

  • Reduce organic waste disposal by 50% in 2020 and 75% by 2025.
  • Rescue food and feed Californians in need; for people to eat at least 20% of currently disposed surplus food by 2025.
  • Recycle organic materials into new products.
  • Reduce landfill waste and pollution. 

Methane emissions resulting from the decomposition of organic waste in landfills are a significant source of greenhouse gas (GHG) emissions, contributing to global climate change. Organic waste in landfills emit 20% of the state’s methane, a climate super pollutant 84 times more potent than carbon dioxide. Increasing food waste prevention, encouraging edible food rescue, and expanding the composting and diversion of organic waste throughout the state will help reduce methane emissions from California's landfills.

As of January 1, 2022, all residential customers must place food waste in the green waste cart rather than in the trash cart.  For a list of acceptable organic waste material, please review the Residential Organics Recycling Guide

SB 1383 requires residents to recycle all organic waste, including food scraps. To help residents comply, Waste Management (WM) is providing free kitchen pails upon request. To obtain your own, FREE kitchen pail, please call WM at 800-675-1171.

COMMERCIAL

As of January 2022, businesses and multi-family residential dwellings (5 units or more) must receive organic recycling services or apply for an exemption waiver.

To subscribe to organics recycling with Waste Management, please contact Denise Kane at dkane1@wm.com or 661-316-9877. 

Exemptions may be granted for any of the following reasons:

  • Businesses that generate at least 2 cubic yards of solid waste and less than 20 gallons of organic waste per week; or businesses that generate less than 2 cubic yards of solid waste and less than 10 gallons of organic waste per week. 

  • Self-haul or receive service from a third-party hauler (i.e. landscaper) for organics and/or recyclables.
