Roadway Construction Moratorium
The street network is one of the City's largest and most valuable assets. The purpose of this moratorium is to protect the City's investment in roadway rehabilitation and reconstruction projects by limiting excavation, trenching, and pavement cuts within newly improved streets. This moratorium is intended to preserve pavement integrity, extend roadway service life, reduce long-term maintenance costs, and support the City's pavement management and asset preservation programs.
Moratoriums are established by Engineering Division within the Public Works Department. These guidelines establish methods to protect reconstructed, repaved, or recently improved roadways within the City boundaries.
By providing a moratorium, and connecting with City Staff, contractors, utility providers, and others working on projects that require excavation of roadways can more effectively plan and mitigate conflicts that may arise.
Roadway sections that have recently been reconstructed, resurfaced, slurry-sealed, or otherwise improved require special considerations for the repair type, size, and specifications. All streets under the moratorium must follow the moratorium guidelines set by standard details S-4.1 through S-4.4. Further descriptions of each type of repair and the corresponding moratorium can be found below.
- Reconstruction refers to a street that has been fully reconstructed traditionally, through reclamation, or any other method which removes 4" or more from the existing pavement and is reconstructed. The moratorium for these streets is typically 5 years.
- Street Resurfacing refers to when a road is overlayed with asphalt 1.5" or greater, or when a roadway is grinded and re-paved to a depth of 3.5" or less. The moratorium for these streets is typically 5 years.
- Slurry refers to when a roadway receives a maintenance treatment including slurry seal, cape seal, fog seal, emulsifiers, or any other method which provides a protective coating of 1/2" or less. The moratorium for these streets is typically 3 years.
The Public Works Director/City Engineer may, at their discretion, adjust the moratorium periods by one year (shorter or longer) to account for special circumstances.
