The purpose of the City’s Emergency Operations Plan (EOP) is to provide a structured, scalable approach for managing extraordinary emergencies. It applies to a broad spectrum of hazards, including natural disasters (e.g., earthquakes, wildfires), public health crises, and technological incidents. The plan does not govern routine, day-to-day emergencies, but focuses on large-scale disasters that overwhelm standard operations.
The EOP aligns with the National Incident Management System (NIMS) and the Standardized Emergency Management System (SEMS) to ensure seamless communication with local, regional, and federal partners. Part 2 of the City EOP outlines the process for activating and operating the city's Emergency Operations Center (EOC), which serves as the central hub for:
- Situational Awareness: Monitoring the incident and managing resources.
- Alert & Warning: Disseminating critical information to the public.
- Evacuation & Sheltering: Coordinating routes and mass care.
