NOTICE OF PUBLIC HEARING

Wednesday, May 24, 2017 at 7:00 p.m. - Introduction of Ordinance No. 2017-356 approving Development Agreement No. 2017-01 and associated Dedication Agreement between the City of Calabasas and Rondell Oasis, LLC providing for the acquisition of vacant land and construction of a public parking lot and approving substitute use of that parking lot for required off-street parking and concentration of related development rights for an approved hotel. The subject site is located at 26300 Rondell Street (APN 2069-031-014 and 2069-031-015), within the Commercial Retail zoning district and Scenic Corridor overlay zone. The Planning Commission recommended adoption of the Ordinance approving the Development Agreement and associated Dedication Agreement, at a public hearing held on April 27, 2017.  An Initial Study/ Mitigated Negative Declaration (IS/MND) was prepared for the hotel, inclusive of all improvements along Rondell Street. The Final IS/MND was adopted by City Council via Resolution No. 2016-1496. The Proposed Project and public park & ride lot and associated improvements along Rondell Street are in substantial conformance with the project analyzed in the adopted IS/MND, therefore no additional environmental review is necessary.
Wednesday, May 24, 2017 at 7:00 p.m. - Introduction of Ordinance No. 2017-355, amending chapter 8.13 and section 17.12.125 of the Calabasas Municipal Code by: 1) expanding the prohibition of marijuana dispensaries to prohibit any form of marijuana use, possession, cultivation, processing or commerce, whether for recreational or medical purposes, that is not expressly permitted under State law; 2) establishing an exception to the prohibitions therein to allow inside a private residence or accessory structure, which is fully enclosed and secure, the private noncommercial cultivation of not greater than six marijuana plants and the associated non-commercial processing and use of marijuana and marijuana products; 3) allowing for the lawful delivery or transport of marijuana and/or marijuana products to persons or entities within the city via public roads by persons or firms licensed to do so under State law; and, 4) updating definitions of terms to align with State law. In accordance with Section 21065 of the California Environmental Quality Act (CEQA) and Section 15378 of the CEQA Guidelines the proposal is not a project subject to environmental review because it does not involve a commitment to any specific project which may result in a direct or indirect physical changes to the environment, and because it implements state legislation enacted via a state-wide voter initiative. The Planning Commission conducted a public hearing on this item on April 27, 2017 and recommends approval.
Thursday, June 1, 2017 at 7:00 p.m. - Request for an Administrative Plan Review, Minor Scenic Corridor Permit and Variance to increase the height of an existing sport fence from 12 feet to 30 feet for safety purposes, and increase the height of an existing scoreboard from 12 feet to 14 feet. The subject site is located at 23620 Mulholland Highway, within the Rural Residential (RR) zoning district and Scenic Corridor (SC) overlay zone. Story poles, representing the height and configuration of the proposed fence, were installed on April 25, 2017.
Thursday, June 1, 2017 at 7:00 p.m. - A draft ordinance amending Chapter 17.60 of the Calabasas Municipal Code (“Application Filing and Processing”), by adding a new section requiring applicants/developers of larger development projects to conduct Community Development Forums prior to formal consideration of the project by official decision making bodies.
Thursday, June 1, 2017 at 7:00 p.m. - Request for a Site Plan Review to construct a 1,135 square-foot addition (inclusive of a 515 square-foot, one-story addition in the front yard, 564 square-foot, two-story addition in the rear yard, and a 56 square-foot, two-story addition in the side yard) to an existing 2,600 square-foot, two-story legal nonconforming single-family residence, for a property located at 22611 Paul Revere Drive (APN 2078-015-017, within the Residential, Single-Family (RS) zoning district.
