Located
on 77.55 acres at the intersection of Las Virgenes and
Agoura Roads, the Messenger project is proposing to build
2.52 acres for commercial uses (21,400 square feet), 0.55
acres for senior affordable housing (8 units), 4.71 acres
for multi-family residential units (75 townhome units),
14.97 acres for single family residential units (75 units),
54.07 acres of dedicated open space, and 0.73 acres for
public streets. The project would also include
remediation of an ancient landslide on the southern portion
of the site.
The project involves the following applications: A General
Plan Amendment to change the land use map designation of the
property from the Residential, Multi-family (R-MF), Planned
Development (PD) and a portion of the Open Space – Resource
Protection (OS-RP) to Specific Plan (SP); a Zone Change to
change the Planned Development (PD), Residential
Multi-family (RM), and a portion of the Open Space -
Development Restricted (OS-DR) zoning districts to Specific
Plan (SP); a Specific Plan creating the development
standards and design guidelines for the property; a
Development Plan, Conditional Use Permit, and Scenic
Corridor Permit to develop a 21,400 square foot shopping
center, 158 residential units, including 8 senior affordable
units, an neighborhood recreational facilities; a Vesting
Tentative Tract Map to subdivide 2 parcels into 77 parcels;
and an Oak Tree Permit to remove 37 oak trees; for property
totaling 77.55 acres, located within the Planned Development
(PD), Residential Multi-family (RM), Open Space -
Development Restricted (OS-DR) zoning districts and the
Scenic Corridor overlay zoning district, located east of the
intersection of Las Virgenes Road and Agoura Road. |
