CITY CONSIDERING VOLUNTARY LOANS FOR
PRIVATE ENERGY IMPROVEMENTS |
|
The
City Council has asked staff to conduct additional
research on an ordinance which would create a voluntary
tax district for the purpose of funding energy
improvements to private properties throughout the City.
Under recently enacted State Assembly Bill 811, the City
of Calabasas would loan money to private property owners
to construct energy improvements, such as new
insulation, pool pumps, solar panels and energy
efficient window and doors. In exchange, property
owners would agree to repay the loan through a long term
tax lien on their property, which would be paid on an
annual basis. The goal is to have residents and
businesses realize significant savings on their energy
bills and recover the long term capital costs of their
improvements over time. The City would like to hear
from residents and commercial business owners who might
be interested in participating in the potential
program. More information is available by contacting
the Community Development Director, Maureen Tamuri, at
mtamuri@cityofcalabasas.com,
or by calling (818) 224-1701. |

TIPS FOR
PREPARING FOR WINTER RAINFALL |
|
The
National Oceanic and
Atmospheric
Administration (NOAA)
is expecting above average rainfall for this upcoming fall and winter
season in the Calabasas. Although it is not possible to anticipate
the intensity of the upcoming rains, all homeowners and Home Owner
Associations are advised to take reasonable precautions for the wet
season months. All
catch basins, bench drains, and debris basins should be clear of loose
debris that has the potential to obstruct runoff. Communities with a
creek running through it should take precautions to keep young children
and pets away from heavy water flows during heavy rains.
Fire
burned areas and known landslide regions should be monitored for
possible mud and debris flows during rainfall events. Areas with little
or no ground cover are most susceptible to erosion during heavy rain.
Precautions should be taken for the containment and conveyance of runoff
to the appropriate area. Homeowners should ensure that drains around
their property and rain gutters are clear and allow runoff to flow to
the street in front of their homes.
For
additional information, please read the Los Angeles County handbook
“The Homeowners
Guide for Flood, Debris and Erosion Control”
on the Los Angeles County Public Works website.

HISTORIC PRESERVATION UPDATE |
|
The City of Calabasas,
through the Calabasas Historic Preservation Ordinance adopted in January
2008 and the new
Historic Preservation Commission, recently completed
its first Citywide Historic Resources Survey. 194 properties, mostly
built before 1961, were evaluated to determine if any were eligible for
designation as Local Historic Landmarks. Twenty-four properties have
been recommended for designation. The City will be hosting and
informational meeting for the property owners of the twenty-four
recommended properties and interested members of the public on Monday,
November 16, 2009 at 7:00p.m. in Founder Hall in the
Calabasas Library.
The City has already
designated three Local Historic Landmarks. The William C. Masson
House, pictured above, was designated as Historic Landmark No. 1 on May 6, 2009. The
last homestead house in the City, the Masson house is believed to be the
oldest home in Calabasas. The Benson House, Historic Landmark No. 2,
was designated on May 20, 2009. Designed by
Frank Gehry, the architect
of the Walt Disney Concert Hall, the Benson House is a unique example of
Gehry’s work, and the only example in Calabasas. The latest landmark,
the Rouse Residence, was designated a Local Historic Landmark on October 28, 2009. A
Jerrold Lomax design house, the Rouse Residence is an excellent example of Mid-century
Modern Architecture, and the last remaining example in Calabasas.
Earlier this summer, the
City’s Historic Preservation Program was designated a
Certified Local
Government by the
State Historic Preservation Office and the
National
Park Service. Calabasas is the 56th
Certified Local
Government in California, and only the 11th (out of 89 local
governments) in Los Angeles County.
Copies of the
City’s
Historic Context and information on the City’s Historical Landmarks are
available on the
Planning Division’s page of the City’s web site. For
more information on the City’s Historic Preservation Program, or the
November 16 meeting, please contact Geoffrey Starns, at
