LAS
VIRGENES CREEK RESTORATION PROJECT FULLY FUNDED |
|
The
California Coastal Conservancy has approved a grant application
submitted by the City for $326,850 to finance the
Las Virgenes Creek Restoration Project. These funds, coupled with
$187,250 from the Department of Water Resources and $515,000 from the
State Water Resource Control Board, allow the City to go forward with
the long-planned creek restoration. Calabasas has worked for years to
raise these funds to restore a segment of Las Virgenes Creek to its
native condition and re-establish the ecosystem and tributary to the
Malibu Creek and Lagoon.
The
Las Virgenes Creek Restoration Project includes creek water quality
enhancement, the creation of footpaths and trails, wildlife
protection, public outreach and education and the restoration of an
environmentally harmonious water channel. In 1977, over 250 linear
feet of Las Virgenes Creek between Highway 101 and the Agoura Road
Bridge was lined with concrete which has since degraded and polluted
the natural habitat. The Malibu Creek Watershed provides habitats for
numerous species including steelhead trout, the southwestern pond
turtle, Arroyo toad, Pacific tree frog, American goldfinches, song
sparrows, coyotes, mountain lions. Once complete, the Las Virgenes
Creek Restoration Project will have a regional impact on policy for
urban stream restoration in the Santa Monica Mountains.
With sufficient project funding secured, the City now plans to put the
project out for bidding with hopes of a work start date sometime in
July. |

SOURCES OF
POLLUTION IN LAS VIRGENES CREEK |
|
The
Environmental Services Division of the City of Calabasas recently
completed a project investigating the potential sources of pollution
affecting Las Virgenes Creek. Water samples and field measurements
were taken from the creek, storm drains, tributary streams, and other
locations that could be linked to pollution levels. The most visible
pollutant, litter, is derived mainly from urban runoff and illegal
dumping. Graffiti vandals leave behind used paint cans, regardless if
they are empty or full. High water flows carry the litter downstream,
delivering toxic material into the water. The bulk of the trash
collected consists of materials such as beverage containers and
newspapers, which can easily be disposed of properly and recycled.
Bacteria and selenium are pollutants of most concern
because they have the potential to directly harm humans and wildlife.
Unusually high levels of coliform were found in storm drains
throughout the City as well as Las Virgenes Creek and East Las
Virgenes Creek well upstream from any urban influence. These results,
however, do not necessarily indicate the presence of fecal
contamination. Coliform may be present due to entry of soil or organic
matter into the water or simply conditions suitable for the growth of
various types of coliform. The highest selenium (and nitrogen) levels
were found in groundwater samples and in storm drains that carried
only groundwater seepage and no surface runoff. Selenium is most
likely derived from the area’s soil and bedrock, and levels of
selenium appear to be highly influenced by the amount of
nitrogen in the water. The presence of nitrogen in groundwater
suggests that it is not from urban runoff, but is instead possibly a
legacy from the area’s past farming activities.
Cal State Los Angeles’ hydrogeology professor Dr. Barry
Hibbs is monitoring water quality in streams throughout the Santa
Monica Mountains for the National Park Service and is conducting his
own investigation on Las Virgenes Creek. This and other additional
studies are generating more data that will further define the causes
of pollution in Las Virgenes Creek and will point to ways we can
prevent further pollution. More analysis of this data will be needed
to gain a thorough understanding of influences on water quality in
Calabasas’ major waterway. |

TRAILS
MASTER PLAN PUBLIC HEARING |
|
The Calabasas City Council will hold a public hearing on the Trails
Master Plan on Wednesday, June 20, 2007 at 7:30p.m. in the City
Council Chambers at 26135 Mureau Road, Calabasas. The Trails Master
Plan is a long-range trail planning document that will be used in
guiding the creation and maintenance of a city-wide trail network.
Although most of the trails shown in the Master Plan are already in
existence in one form or another, some are proposed new trails.
Please note that the alignments and locations shown for new trails on
the Master Plan are approximate and advisory only, and in cases where
a proposed new trail shown on the map may be located on or near a
property, the alignment shown is merely the preferred trail alignment
and does not mean that a trail will be built at that exact location.
The Master Plan is not intended to show precise alignments or
locations of physical improvements. Precise locations will be
developed on a case-by-case basis following appropriate review
procedures for each new trail. Before any new trail could be
constructed, the City would work closely with the affected property
owners to secure appropriate trail easements.
Copies of the
Trails Master Plan are on file at the Planning Division at City Hall
and are available for public review on the City’s web page at:
www.cityofcalabasas.com.
The revised Trails Map will be posted on June 10, 2007.
Please contact Joyce Parker-Bozylinski at (818) 878-4242, ext. 235
with questions or for further information. |
