ORGANIZATIONS AND PUBLIC SHOW SUPPORT FOR PROPOSED SECOND-HAND SMOKE ORDINANCE

Senior officials from the Los Angeles County Department of Health, the American Heart Association, the American Lung Association, Healthier Solutions, Inc., Smoke-Free Air for Everyone (SAFE) and the Coalition for a Tobacco-Free Los Angeles personally expressed their strong support for the proposed Comprehensive Second-Hand Smoke Control Ordinance at a Calabasas City Council meeting last night.  Additionally, 16 of 17 public speakers, including Calabasas elementary and high school students, supported the ordinance with only one public speaker expressing opposition to the ordinance.

The City Council approved the first reading of the revised text of Ordinance No. 2006-217 which would protect the right of Calabasas residents and visitors to be free from exposure to the well-documented dangers of second hand smoke.  Final passage of the ordinance is expected to take place at the February 15, 2006 Council Meeting.

The “Comprehensive Second-Hand Smoke Control Ordinance” would prohibit smoking in all public places in the City of Calabasas where other persons will be exposed to second-hand smoke.  These places include indoor and outdoor businesses, hotels, parks, restaurants and bars where people can be reasonably expected to congregate or meet.  Business owners and employers would be responsible for ensuring that patrons and employees comply with the requirements of the ordinance within their premises. The text of the proposed ordinance, staff reports and Council agendas are available online at www.cityofcalabasas.com.  Residents can view the February 1, 2006 City Council Meeting on demand using the CTV Web Archive located at www.cityofcalabasas.com/ctvarchives.html.

ONE WORLD, ONE CALABASAS: ARBOR DAY AND EARTH DAY EVENTS

Production of waste requires the consumption of scarce fossil fuels and involves emissions of numerous air and water pollutants, which are harmful to the Earth. In 1972, only 36 percent of the nation's assessed streams were safe for uses such as fishing and swimming. Today, about 60 percent are safe, according to the Environmental Protection Agency. Yet more needs to be accomplished.

To celebrate Arbor Day and Earth Day, the City of Calabasas is promoting two events: 1) Stream to Sea Family Fun Day and 2) Creek-Clean Up. To promote environmental awareness, the Stream to Sea celebration will be held on April 1, 2006. Participants will enjoy fun presentations and performances on conservation, entertainment, contests, prizes and a tree planting ceremony.  Calabasas residents can help eliminate waste by partaking in a two weekend long event. Help clean-up creeks around Calabasas on March 18, 2006 and March 26, 2006. Participants will receive a free T-shirt, free food, community service credit and prizes in addition to the enjoyment of helping the environment while having fun. But to make this event rewarding and exciting, the City needs your help!

Become directly involved in the creek clean-up by sponsoring the event. You can become directly involved by cleaning the creek, provide prizes or supply snacks. For more information on how to become involved and become a sponsor, please contact the Calabasas Recycling and Solid Waste Coordinator at (818) 878-4225.

CONTINUOUS DEFLECTION SYSTEMS PROTECT CREEKS

In an effort to keep local creeks and downstream beaches clean, the City of Calabasas has installed three trash capture devices called Continuous Deflection Systems (CDS) .  They are located on Parkway Calabasas, on Agoura Road and behind the Courtyard at the Commons.  The CDS units help prevent trash and yard waste from entering local creeks however waste accumulates in the machines very quickly and they require frequent maintenance to properly work.  Each time the units need to be maintained, the City spends $8,500 to get the machines back in shape.

Everything that is spilled onto the street drains directly and unfiltered into local creeks via the storm drain system.  Recent studies have indicated that urban runoff (such as car washing, hosing off driveways, discharging chlorinated swimming pool water, overflow from excessive

watering of fertilized and pesticide applied lawns, etc.) as well as direct dumping into the gutters/storm drain system is the number one pollution source of our creeks.

During rainfalls, a host of contaminants, including bacteria, nitrogen, phosphorus, heavy metals, chemicals, pesticides, sediments, and litter is washed from streets and land, carried by storm sewers, and eventually discharged into nearby lakes, rivers, streams, and coastal waters.  These problems present human health risks, diminish recreational access and opportunities, and disrupt aquatic plant and animal communities.
