CALABASAS CABLE COMPANY CHANGE AS OF AUGUST 1

Time Warner Cable has replaced Adelphia and Comcast cable throughout Southern California.  As of August 1, 2006, Time Warner will be providing cable television and high speed online services in Calabasas.  There are some new channels that Adelphia did not carry on many lineups including Discovery HD, TNT HD and SíTV.  However, there are a few channels previously offered by Adelphia which Time Warner Cable does not have the rights to currently carry and, therefore, may not be available as part of the channel line-up.  These channels are NFL Network, NFL Network HD and ESPNU. Please note that ESPN and ESPN2 will continue to be available.  Time Warner Cable has indicated that all payment centers previously run by Adelphia and Comcast will remain open. To contact Time Warner Cable, please call (888) 892-2253.

EXPANDED CITY TRANSIT PROGRAM DEBUTS THIS MONTH

The City’s expanded Public Transit Program is scheduled to begin at the end of August to coincide with the start of school. Several new transit routes will be added to the current public transit program to serve more of Calabasas with routes near schools.  A new Line 1 fixed hourly route is now operational and will supplement the expansion program.  The Line 1 route begins at 6:30 am, loops throughout the City, is free of charge and can be used as an alternate bus in the event that the school area public transit bus is at capacity. The City is currently considering revising the timing of Line 1 to better serve both middle schools, so schedule times may change. A route map and schedule is available online.  It is the City’s goal is to alleviate traffic by providing convenient alternatives for getting to school instead of by car. The area specific routes will each operate two trips during peak hours; one in the morning and one in the afternoon. The new routes for 2006 - 2007 are under development and will be posted to the City’s website when complete.

The City anticipates a high volume of middle school student riders on the public transit system. Since there is no guaranteed seating available on public transit busses, the LVUSD school busses are the best and only safest guaranteed means of getting a ride to school.  Calabasas residents who buy a school bus pass from the school district to take the yellow school bus to either A.C. Stelle or A.E. Wright Middle School will be eligible for a 50% reimbursement of the fees paid for the school bus.
An application for reimbursement is available online For additional information regarding the City’s Public Transit Program, please contact the Public Works Transportation Division at 818-878-4225, x289.

EXPANDED POLYSTYRENE SURVEY UNDERWAY

The Calabasas City Council is considering the future adoption of an ordinance that would restrict Expanded Polystyrene (EPS) use in the City.  At the direction of the City Council, City staff is currently conducting a survey to assess resident and business support for such an ordinance.  Often referred to as StyrofoamTM, EPS is the lightweight material used in disposable items such as coffee cups and take-home food containers.

The use of EPS is a challenging issue for all levels of government.  Due to the light weight nature of EPS, these materials are easily blown, float in water, get caught on tree branches and fences, and are often ingested by birds and marine animals. EPS is not readily recyclable and stays in landfills for hundreds to thousands of years.  The City of Malibu banned the use of EPS last year.  The Calabasas City Council will receive a report on the survey and consider an ordinance dealing with EPS this fall.

NATIONAL NIGHT OUT ON AUGUST 1

The Malibu/Lost Hills Sheriff's Department invites all residents to join in the 23rd Annual National Night Out on Tuesday, August 1, 2006 from 7:00 p.m. to 10:00 p.m.  Join neighborhoods around the country by walking out of the house (remember to lock all doors), turning on any outside lights and spending a few hours outside with neighbors and local law enforcement.  Neighborhoods can also organize block parties, cookouts, parades, festivals, neighborhood walks, safety fairs or meetings.

National Night Out is a nationwide effort to:

  • Generate support for, and participation in, local anti-crime programs;

  • Strengthen neighborhood spirit and police-community partnerships; and

  • Send a message to criminals letting them know that neighborhoods are organized and fighting back.

To get more information about the local plans for National Night Out, please contact Deputy Shawn Brownell at 818-878-1808 x3103.

WEST CALABASAS ROAD MASTER PLAN

Since the beginning of 2006, the Community Development Department has been developing a master plan for West Calabasas Road. The West Calabasas Road Master Plan (WCRMP) area consists of approximately 140 acres of land and includes all properties abutting Calabasas Road between Parkway Calabasas and the end of Calabasas Road.  Over the last few years, the City has approved several zone changes from Commercial Limited (CL) to Commercial Retail (CR) in order to accommodate new uses.  This trend towards more intense land uses has changed the character of Calabasas Road.  Therefore, the West Calabasas Road Master Plan is being developed to more effectively guide future development in a manner consistent with the General Plan and compatible with the area’s biological sensitivity.

The West Calabasas Road Master Plan will identify the location and intensity of land uses, plan for infrastructure and community service needs, formulate financing and implementation programs, and determine the phasing of the plan elements, as necessary. Also, Calabasas Road Design Guidelines will be prepared to give clear direction for future development. The process involves the participation of affected property owners, developers, residents, and other community groups. Broad public participation and effective community engagement is essential to the successful completion of the master plan process.

The Draft Master Plan is expected to be completed and presented to the Planning Commission for consideration in September.  Please direct questions and inquires about the Master Plan to Isidro Figueroa at 818-878-4225, x233.

A.C. STELLE LANE USE CHANGES AND YIELD INSTALLED ON LAS VIRGENES ROAD

The lane use through the intersection of Paul Revere Drive at Mulholland Highway will be modified to reduce residential impacts and intersection gridlock. Through traffic to A.C. Stelle will no longer be allowed from Paul Revere Drive, and equally, A.C. Stelle exiting traffic will not be permitted straight through onto Paul Revere Drive. The intersection will be restricted to right only and left only when traveling from both Paul Revere Drive and A.C. Stelle.  This new driver pattern will eliminate the gridlock conditions which have been occurring at the intersection of Paul Revere Drive at Liberty Bell Road due to inner school loop congestion.

Early arrivals to A.C. Stelle for student pick-up will not be allowed. "NO STOPPING PRIOR TO DISMISSAL" signs will be installed along the inner circulation loop of A.C. Stelle and the Sheriff will be enforcing the restrictions by issuing parking citations. Staff is currently working with A.C. Stelle school officials to allow an additional pick-up location along the west side of the school.

The City will also be installing a yield for right turn traffic from Las Virgenes Road onto Thousand Oaks Boulevard. Other striping modifications will be implemented to help guide vehicles through this intersection which will help facilitate simultaneous movements and reduce conflict points. Drivers will still be required to stop at all legs of the intersection except for the right turn onto Thousand Oaks Boulevard; those vehicles need only yield to pedestrians at the crosswalk and to other vehicles when necessary. This intersection will be monitored by City staff and Sheriff Deputies.

ROADWORK IN CALABASAS HIGHLANDS AND BLUE BIRD TRACT

On Monday, July 24, 2006, the City of Calabasas began rehabilitating specific streets in the Calabasas Highlands and Blue Bird Tracts.  Please note that door tags will be placed on all homes on streets being rehabilitated. The work will be done in three phases and consist of several days of construction work, including repair and reconstruction (patch repairs), chip seal and slurry.  Work is expected to be complete by August 22, 2006 before school begins.

On Friday, August 4, 2006, the contractor will begin the second phase of the Cape Seal Process on specific streets in the Calabasas Highlands and Blue Bird Tracts
.  This phase will consist of the application of a polymer-modified chip seal. The contractor phases this application process to minimize the inconveniences related to construction.  Temporary construction zone "No Parking" signs will be placed on streets two business days before work starts on a specific street.  Work will begin at 7:00 a.m. on scheduled days and driving access may be temporarily limited on the days work is scheduled.

The roadwork is part of the City's Cape Seal Project which consists of the rehabilitation and resurfacing of various City streets with a layer of polymer modified chip seal followed with a layer of type II slurry seal on top.  The polymer modified cape seal provides a cost effective alternative to more costly asphalt overlays to extend the life and rehabilitate deteriorated non-standard roads and streets within the City of Calabasas.  The non-standard roads and streets within the City of Calabasas have sensitive drainage issues, and this application minimizes potential impacts by providing a thin (1/2”) structural reinforcement.

The City's contractor and inspection firm have over fifty combined years of experience and will work to minimize any inconvenience to affected neighborhoods while ensuring that resident patience will be rewarded with a renewed and safe road surface.  Residents with questions or comments can contact the City's Project Engineer at (818) 878-4225, x244.

WEST NILE VIRUS UPDATE AND INFORMATION

As of the end of July, there have been no human cases of West Nile Virus reported in Los Angeles County.  However, the Los Angeles County Department of Public Health warns that West Nile Virus infected mosquitoes have been found in Los Angeles County and infected birds have been discovered in Ventura, Orange and San Diego counties.  West Nile Virus is primarily transmitted through the bite of an infected mosquito.  Most individuals who are infected with West Nile Virus will not experience any illness.  Others will have only mild symptoms, such as fever, headaches and body aches.  Less than one percent of individuals, primarily the elderly and those with lowered immune systems, will develop serious illness that will require medical attention.

Birds play an important role in maintaining and spreading West Nile Virus. Mosquitoes acquire the virus from infected birds and then transmit the virus to people.  Evidence of the virus in dead birds is often the first indication that West Nile Virus has been introduced into a new region.  Individuals should take note of the bird’s location and its condition before calling for further instructions.  The bird should show no sign of decomposition or maggot infestation.  While there’s no evidence that people can get the virus from handling live or dead infected birds, individuals should not attempt to catch or handle them.

The Centers for Disease Control have put together a webpage called "Fight the Bite!" to help families take steps to avoid infection.  The public can become part of the state’s monitoring effort for West Nile Virus by reporting any crows, raven, magpies, jays or hawks that may have been dead for less than 24 hours to the California Department of Health Services (1-877-WNV-BIRD).  If residents are bothered by mosquitoes, need assistance with eliminating breeding sources on or around your property, or if you would like to obtain mosquito fish, please contact the Los Angeles County West Vector Control District at (310) 915-7370.
