PROPOSITION 1A |
|
Proposition 1A is an initiative that will be on the November ballot
that will prevent the State Legislature from taking and using funds
originally committed to local governments. Prop. 1A also requires the
State to reimburse local governments for the cost of programs and
services it mandates cities, counties and special districts provide.
This measure would allow for flexibility in the event of a future
state fiscal emergency, since the State may borrow local government
funds, only if the Governor declares a fiscal necessity and 2/3 of the
legislature approve. All funds would be required to be repaid within
three years. According to the official ballot label for Prop. 1A, it
“Ensures local property tax and sales tax revenues remain with local
government thereby safeguarding funding for public safety, health,
libraries, parks, and other local services. Provisions can only be
suspended if the Governor declares a fiscal necessity and two-thirds
of the Legislature concurs.” For
