Las Virgenes - Malibu
Council of Governments

The Las Virgenes - Malibu Council of Governments (COG) is comprised of the following five cities: Agoura Hills, Calabasas, Hidden Hills, Malibu and Westlake Village.

The COG is an agency voluntarily established by its members under a Joint Powers Agreement to provide a vehicle for members to engage in regional and cooperative planning and coordination of government services and responsibilities.  The COG meets on a monthly basis.  The COG is also the core of Los Angeles County’s Disaster Management
Area B.

The COG mission for the multi-jurisdictional Hazard Mitigation Plan is to promote sound public policy and programs designed to protect the public, critical facilities, infrastructure, private and public property and the environment from natural and manmade hazards.  This will be achieved by developing and implementing this plan to guide the Region towards creating and maintaining a safer more sustainable community.
