DEPARTMENT PROFILE

The Human Resources Division administers the full service, centralized personnel program for the City, in areas such as classification and compensation; employee and retiree benefits and services; training and organizational development; recruitment, selection, placement, and retention; and employee relations.

The City recognizes three different categories of employees, each with its own salary and benefit programs. All employees are governed by the Human Resource Guidelines. For more information, please click on the appropriate link.

Full-Time Permanent Employees - A full-time permanent employee is one whose position is allocated in the budget and who regularly works a minimum of forty (40) hours per workweek on a continuing basis. Such employees are hired for an indefinite and unspecified duration. They serve a one year probationary period.

Permanent Part-Time Employees -  A permanent part-time employee is one whose is position is allocated in the budget and who regularly works a minimum of twenty (20) hours a week for a continuous twenty-six (26) week period. Permanent part-time employees are hired for an indefinite and unspecified duration and may be hired at a 75% level (30-39 hours per week) or a 50% level (20-29 hours per week). They serve a one year probationary period.

  • Hourly Employees - An hourly employee is hired on a seasonal, temporary, or as needed basis and is limited to working less than 1,000 hours in a fiscal year (July 1 to June 30). Hourly employees do not have a probationary period, an anniversary date, or regularly scheduled performance evaluations or merit reviews. Hourly employees participate in Social Security and pay the employee portion of that contribution. They are not eligible for retirement, insurance or leave benefits, except as otherwise required by law.
