File No. 150000541 (Item continued from October 6): A request for an Administrative Plan Review and Scenic Corridor Permit to construct: 1) a 8,470 square-foot single-family residence; 2) a 2,378 square-foot garage; 3) a 511-foot long driveway; 4) swimming pool and associated equipment; 5) 1,815 square-feet of patio covers; and, 6) associated retaining walls. Also requested is an Oak Tree Permit to allow the encroachment into the protected zone of 13 oak trees and to remove one oak tree. The project is located on a legal lot, approximately 4.5 acres (195,644 square feet) in area, located at 23600 Dry Canyon Cold Creek Road within the Hillside Mountainous (HM) zoning district and within the Mulholland Highway Scenic Corridor (SC) overlay. APN: 2072-001-018. A project of similar scope and size was approved for this legal lot in June, 2010. At that time an MND was reviewed and adopted by the Planning Commission. The current project qualifies for an exemption from environmental review in accordance with Section 21084 of the California Environmental Quality Act (CEQA) and the following sections of the CEQA Guidelines: 15303-Class 3, (a) Construction of One (1) Single-Family Residence in a Residential Zone and (e) Accessory Structures; 15304-Class 4, Minor Alterations to Land; and, 15332-Class 32, In-fill Development. Nonetheless, an addendum to the adopted MND has been prepared for this project and will be considered by the Planning Commission.

Item 2 - Staff Report

3. (7:35PM) File No. 160002241. A request for a Sign Program and Minor Scenic Corridor Permit to modify an existing sign program in order to install a 16-foot tall freeway facing monument sign adjacent to the 101 freeway, and a gateway sign at the main entrance of the Summit at Calabasas Shopping Center. The subject site is located at 26767 Agoura Road within the Commercial Retail (CR) zoning district and Scenic Corridor (SC) overlay zone. The City's staff has determined that the project is exempt from environmental review in accordance with Section 21084 of the California Environmental Quality Act (CEQA) and Section 15301 (Class 1 Existing Facilities (e) Additions), Section 15303 (Class 3 New Construction or Conversion of Small Structures (e) Accessory Structures) and Section 15311 (Class 11 Accessory Structures (a) On-premise signs) of the CEQA Guidelines.

4. (8:05 PM) File No. 160002778. A request for the following permits and approvals to allow a cosmetics firm headquarters to occupy 97,000 square-feet of an existing 227,741 square-foot office building located at 4500 Park Granada, within the Commercial, Office (CO) zoning district. Proposed uses include: office use, research and development, education/training, and accessory retail. The proposed project requires the following: (1) amendment of Chapter 17.11, Table 2.2 of the Calabasas Municipal Code (CMC) to allow “Research and Development” as a conditionally permitted use in the CO zone, accessory to a primary office use, provided that such use does not exceed ten percent of the total building floor area; (2) a Conditional Use Permit to conduct research and development and customer training and education; and (3) an Administrative Plan Review to operate a retail store accessory to a primary office use. The City's staff has determined that the project is exempt from environmental review in accordance with Section 21084 of the California Environmental Quality Act (CEQA, Section 15061(B)(3)(Review for Exemption), Section 15301 (Existing Facilities), and Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines.
